As a side bar, most insurance departments are not very good at solving consumer complaints. Although each department is supposed to have a consumer protection division, they are somewhat ineffective in resolving complaints with insurers. One reason is that most departments can not force an insurer to pay a claim or to offer legal advice. Another is that most department officials are appointed from the insurance industry and after they have served their term they will usually return to the insurance industry. Because of this it makes it very difficult for these officials to regulate an industry that represents their future. What a dilemma.
